Scanlators usually only translate the dialogue. I don't think you're going to find any that go as far as to edit the sound effects, because it requires more effort. You can pretty much get the gist of what the sound effects are by the way they look. If they're small, it's a soft sound. If they're big, it usually means something exploded. You don't really need to understand Japanese to figure out what it means.
