I define "spinoff" as a new series set in the same world as the parent series. Example: GXP is a spinoff of the Tenchi Muyo OAV series. "Sasami: Magical Girls Club" would not be a true spinoff, because despite having the same names and faces, they are supposed to be different characters in a different world.
A "crossover" is when characters from one show appear in a spinoff or a completely non-related show. Example: Two Sailor Moon characters appeared briefly in Dirty Pair Flash.
The ten points will go to whoever can list me the most valid examples of each.

Durarara has two cameo appearances by Isaac and Miria from Baccano... It also could be considered a sequel to Baccano, seeing as it was by the same person and has lots of little easter eggs.

Lucky Star has a HUGE amount of crossovers:

FMA

Fate/Stay Night

one piece

melancholy of suzumiya haruhi

keroro gunso

initial d

Genshiken has tons mostly because it is about a High School Japanese Culture Club.

kuradoberi jam from guilty gear appears.

a fake series called Kujibiki Unbalance was created in Genshiken and later had it's own series because of it's "run" in Genshiken.

huge amount of cameos and references from Inuyasha, gundam, lupin III, azumanga daioh, full metal alchemist, and neon genesis evangelion.

more or less ALL of clamp's work:

RG Veda

Tokyo Babylon

Magic Knight Rayearth

Miyuki-chan in Wonderland

Cardcaptor Sakura

Wish

Angelic Layer

Chobits

Tsubasa Reservoir Chronicle

xxxholic

x/1999

legal drug

=clamp really is the granddaddy of all crossover AND spin-off animes.

I'm sure there are more, these are just the ones I am most familiar with at the moment.

just remembered, Hellsing OVA has a pretty hilarious cameo with (animated) Bruce Willis, Mila Jovovich, Steve Buscemi, and.. Charels de Gaul.

Um i thiiink i get it :S

Do you mean like Doctor who and have spinoffs like Torchwood/The Sarah jane Adventures o.O

Spinoffs:

There's a manga called 'Junjou Romantica.' God knows if you'd count this but in the manga there are 3 Different couples. The Junjou Romantica couple is the main one but then in other chapters titled something like 'junjou egoist act 3' or 'Junjou Terrorist act 9' You see THEIR lives.

e.g:

So I Misaki works in a flower shop and he's thinking and ****, we see what he's thinking and how he's feeling and He sells sum guy Flowers(we aren't paying attention then). But then like 3 Chapters/2eps later(This Manga is an Anime too) You See Nowaki from the Egoist couple walk in and Buy flowers. I hope this one counts :P

(OMG I GOT MISAKI AND NOWAKI IN THE WRONG ORDER BUT I AINT GUNNA CORRECT IT :S)

And now I understand That Tsubasa Chronicals isn't one because it's the same characters in a dif world :P

EDIT(Just this manga): Haha! 'Kaikan Phrase' is a Spinoff of 'Love Celeb' staring Gin's brother Sakuya! I knew it;s come to me :P

Crossover:

Haruhi from 'Haruhi Suzumiya' in 'Lucky Star'

Hikaru from 'Moe Kare' appears in 'Uwasa no midori-kun') - (This is a manga) They're both by the same Mangaka and she appears in the cafe where Midori works :)

FMA, Code Geass and more have appeared in Luckystar :)

Sailor Moon believe it or not, the original manga starred Sailor Venus but failed and resulted in the creation of Sailor Moon
