What the person above me said and also Electro has actual powers but Shocker has to use gauntlets that he made to produce his shockwaves.

Electro is electrically based whereas Shocker fires concentrated vibration waves(a weird concept i know). Electro fires thunder-bolts, can glide across powerlines(pretty sure he flew/bounded on lightning bolts a few times too) and can ionize metals or shoot sparks and potentially 1,000,000 volts of electricity. Shocker i never really got into but from what i understand he fires directional pulses of pressure with the aid of his gauntlets. not too sure if he actually has any super human abilities but i think it's just the gauntlets. Johnny Ohm was always my favourite electric type villain, blue electricity for the win.

Well, electro uses electricity as his weapon, but shocker uses shockwaves produced by electricity. Basically, electro's a battery, and shocker's an earthquake
