i know that you must be strong to have a high bounty,but i just finished jaya arc and i have a question, that bellemere(i don't remember how its exactly spelled) was defeated to easily from luffy with 55 million. From the other hand buggy ,kuro ,arlong etc put up a much better fight with bounties 15-20 mmillions. Also crocodile and nico robin to have almost equal bounties, is that a joke?

He's called Bellamy (Bellemere is the adoptive mother of Nami) and his bounty was 55 mil while Luffy's bounty had just recently increased to 100 mil. Keep in mind that Luffy just punched him, they didn't really fight. It is true Bellamy was knocked out but that was also cauz he really underestimated Luffy so he didn't prepared himself to be hit which is why he was caught off guard when Luffy hit him. It's also known that Bellamy is really cruel and ruthless (he doesn't mind to kill others for no good reason). He also picked on weaker pirates, beaten them up and stealing their treasures.. Those 2 facts probably made the World Government a bit worried so they gave him a 55 mil bounty. But well yeah he probably was kind of weak since Luffy did beat him in 1 punch... So I guess his cruel personality combined with his "stenght" earned him his bounty.



Bounties aren't just about power, also the personality and how much threat that person is toward the people/world government are considered.

Like for example the bounty Luffy has and the bounty Kidd has;

Shakki explains that Kidd his bounty is higher cauz he is known for his cruelty and he attacked/killed a lot of innocent people (people who weren't pirates), meaning he isn't necessarily stronger than Luffy even though there's 15 mil bounty difference



As for Robin, she's a huge threat against the World Governement, you'll find out later why

you probably meant Bellamy(guy from Jaya arc with springs as his power) , Bellemere was Nami's adoptive mother.

Bounties are based on more of how much of a threat the marines and world government perceives them to have. this can be loosely correlated to physical strength in most case but in robins case for example, she's had that high bounty since she was only 8 years old becasue she can read the poneglyphs, while crocodile's bounty was based on the threat he presented before he became a Shichibukai and probably would have been much higher if the marines knew he was in charge of Baroque Works .

as for Buggy Kuro and Arlong you could say they fought Luffy when he was still fairly inexperienced, and the average bounty for East blue is only 3 million so even someone with a bounty that's relatively low compared to other oceans would still be considered very strong for East Blue

Bounties represent threat level, people with higher bounties tend to have more power, as that indeed makes them a threat in itself. However some very weak people have bounties, and some have some very high bounties.

Yeah I'm pretty sure its based off of power. But I'm still in the first 100 eps so I don't know for sure.
