Her name is Mitarashi Anko. She was introduced to the Naruto series as the second Chunin examiner. She was also a former student of Orochimaru (When he was still in the Leaf village) and possibly the first person he used the curse mark on.

Anko Mitarashi. the person who presided over the second stage of the chunin exam, she was once orochimarus student, she carries the heven curse mark, is a special jonin or jonin (cant remember which)

the banner says:

"newly arrived second chief examiner officer Mitarash Anko!"

-in voulume five the banner is translated. its towrds the end of the book, when she comes thrught the window after the 1st exam.

Anko Mitarashi. I believe the banner says. " The Second round. Prepare yourselves!" but I have limited kanji knowledge so I may be off. However, I know for a fact that katakana at the bottom says " Mitarashi Anko "
